Titles in Naruto

This may be really stupid thread. But could anyone explain me how you get prompted from Genin to Chunin to Jounin and Sannin. Like how strong do you need to be to get promoted from one title to another one? And how many jounin do the hidden leaf have? And the reason I am asking this is because why didn't Naruto get promoted to Jounin after the pain arc? Considering that if Naruto wasn't there the entire hidden leaf would have gotten annihilated.

The Sannin isn't a rank.
There are exams for the gennins and chuunins, dunno about the jounins, but according to the manga, they have to know at least two elements.
