And like I said countless of times now, they probably use the badges as a precaution to be able to act quickly if they rebel, since the requirement to get it must be that the subsitute must have some significant strength.
The entire SS knew about this, or so Juugo says. Why is Ukitake the only one depicted as a bad guy?

I think Kubo's running out of ideas, and in choosing a new villain, he lined up all the captains and went eeney-meeney-minie-mo on them blindfolded.

aizen was gone so bleach needed another character to fill up the manga space and talk much durning anime so Tite Kubo made Ginjo to talk now he talks all the time like aizen and fills up the manga space making ichigo's head explode since he can't stand ppl talk much thats why he defeated aizen >.>

I mean, it was evident that Kubo Tite is on crack. I think since.. since the beginning of Hueco Mundo arc!
Aizen going trough all the stages of butterfly transforming was not enough for Kubo, nor was it enough to make Yammy the "0" espada and then make kenpachi kill him.
Aizen's shikai, which revealed more and more abilities with each fight.
Ukitake being the main villain? Haha, sure! Now wait until Orihime marries him and become a princess of doom ;/

It was nothing more than an insurance policy if you think about it carefully. Government forces when they have people working for them or with them that is not exactly designated a branch to work with are always and I mean always monitored let it be threw their cell phone GPS or have small locators type things implanted into their body so they are able to follow their movements.
Too limit his power is basically the same thing that all the others have done to them when they are in the real world so they are not over killing everything and unintentionally causing harm to human's and their spirits'.
So classifying Ukitake as the next Aizen is next to the sheer edge of stupidity or ridiculousness. Yeah, he may have been the one to give both Ginjou and Ichigo their substitute badges, but whose to say that isn't his job as captain of squad 13, or that he was directed to by Yamamoto, or they were ordered to by Squad 0.
For all we know Squad 0 could be the big badass bad guys of the final arc to come.
