Did Kihimoto plan the 3 year timeskip when he first started Naruto or was it something that he decided on along the way?

i think he started to plan it when, sauske left the leaf village for good, after that all those naruto episodes suck, and were meanging less

it's not just Kishi, but also his editor who have a big role on this series. So maybe he planned it from the start, or maybe not.

I think he planned it. He played most things from the start, which is what I realise when I re watch and re read naruto

Im curious about that cuz id assume he did plan it that way but at the same time im pretty sure itachi was meant to be a bad guy first until shippuden when kishi changed his mind about him and made him a good guy. which makes me question how much he planned and how much he deviated from the orginal plan
