I apologise if this makes no sense but I'm really bored asfuq but is all the space time ninjutsu users tobirama, minato, obito, madara, sasuke etc came together with all their knowledge of space-time and were provided with enough chakra would they miraculously be capable of time travel.

No , teleportation between places and teleportation between TIMES is different, time is much more complex since (theorycally) time is always moving but places on the other hand doesn't (or shouldn't) move.

Humans in our current century are really close to figure the way to time travel, I'd say after 50 years we will be able to time travel

Chakra is no problem, but they dont even know what method to used, its to complicated, it basicly travel through time not dimensions.

but if they want it, tried learning with Hago, he have an experianced in time travel, but just in pure world path way or dimension.
