If Hagoromo can travel through time as chakra, who is to say that Indra and Ashura can't?
If they can time travel and be anyone, then that means that everyone in the narutoverse is potentialy a reincarnation of them.

And who says it started with them? They could both just be reincarnations of another person from the past/future.

Maybe it started with the ramen guy (If he is mortal, at least)

It's hard to say. In my opinion, reincarnation as no place in the Naruto universe. It has already been confirmed that spirits go to the afterlife after they leave the body. Madara's spirit certainly didn't reincarnate, for example. Edo Tensei itself poses a huge problem for reincarnation in the NV. What if one were to use Edo Tensei on a soul that has been reincarnated into another person? I realize that it's a manga and doesn't have to follow logic, but the writer should at least follow the logic that he/she created. Maybe this whole chakra possession/reincarnation thing is similar to how Minato planted some of his and Kushina's chakra in Naruto. The chakra has a connection to the spirit of its owner and therefore can manifest the will/characteristics of its owner, but it itself is not the the actual spirit of the owner. As I've mentioned before, spirits in the NV have been confirmed to go to an afterlife. Not sure what Kishimoto was thinking. Maybe it's clearer in the original translation.
