This is my actual tier list, based on overall power, ordered even inside tiers:
Characters of the same tier can beat some duos of the tier just below.

Kaguya Otsutsuki (the ultimate being)
JJ Madara (Double Rinnegan + Sharinnegan, he can prpbably use Kaguya's S/T Jutsu and he has immortality)

VoTE2 Naruto/Rinnegan Sasuke w Bijuu (as powerful as Hagoromo but he can't maintain his strongest form for too long)

I disagree with a huge chunk of it.

I don't consider Madara to be in the same tier as Kaguya.
Madara a tier above Naruto and Sasuke individually
JJ Obito above Sage Mode One Rinnegan Madara
I don't see RSM Naruto though by the looks of it, both he and Rinnegan Sasuke are above one Rinnegan Madara though still unsure of this since it was a 2 vs 1 even though they were all getting used to their new powers. Including Madara.
