Hamura should be with JJ hagoromo given that he was on par with Base Hagoromo without the tenseigan
the TCM was a huge boost seeing how it turned a fodder into a JJ lvl nin,
so he needs to be moved up

JJ madara is not a tier above Naruto and Sasuke when each of them give him a very tough fight and can even possibly win

Tier 3 (Mid God Tier)-

Indra

Ashura and Indra need to be moved down a tier below (they are in a tier of theirr own)
they are basically weaker verisons of Naruto and Sasuke without their VOTE boosts
with them they get shit stomped by them

he has absolutely nothing on even BM naruto given how worthless his PS slashes were to the avatar,
let alone BM minato

Individually sasuke isnt strong enough to be on either of their level

Don't see how Oro with Edo's is beneath anyone in the tier above him given he has SM Hashirama, BM Minato, Tobirama and Prime Hiruzen. Would shit all over Hashirama alone, full Kurama, Edo Madara, BSM Naruto, etc. Also, Rinnegan Sasuke shouldn't be in the same tier as DMS Kakashi because he mid diffs him. Indra, Asura and Sasuke should be in the same tier.

Edit: 6G Lee moves up a tier as well.

Ashura and Indra are not on par with a full power Naruto or a full power Sasuke w/ Bijuu. They are a tier below regular Naruto and Sasuke, same goes for Kakashi.

Hamura w/ Tenseigan rises a tier, but if you excluded that then he's good where he is.

Naruto and Sasuke at VoTe need to rise to Hamura and Madara's tier.

SM Madara w/ one eye doesn't belong in his tier unless he has SS. V3, Limbo, a few Mokuton Jutsu and SM don't make him a Hashirama level ninja.

You put Kabuto and Oro w/ ET twice, so I'm assuming the first placement gives them Madara and Hashi respectively. If so, then there is no way that they are only in the same tier as EMS Madara.

Other than that it's a good list.

Zabuza and Hidan chunnin tier?

Tier 14 and 15 should be all the same tier. And make a new tier for Ino and Ten Ten, i mean, you put ten ten on the same tier hidan is. The same for the rest of the k11 except for Neji, Choji and Kiba.

Overall good list. I'd put sandaime raikage and tobirama one tier up. Kisame definitely one tier higher too.
