For one I'm not sure if it's been said if a regular rasengan can be thrown, it make sense it's not done to avoid missing targets or possibly has to keep providing constant chakra pressure.
But for sure naruto couldn't throw his wind release rasenshruken and when he did it was with the help of sage mode I think due to to the extra layer aura body.
Naruto and konahamaru at young age needed the help of clones to create the rasengan while boruto created himself and subconsciously added a nature elements. I think it's explained reason boruto can throw his rasengan because he adds a wind element, but that doesn't make sense narutos rasengan he incorporated a wind element and wasn't able to do that in base form. Also there's clips of naruto throwing a lightning rasengan so obviously it doesn't matter on the element. The only thing that could make sense that boruto has received small amounts of either sage or kyuubi chakra at birth.
