Something that randomly came into mind after seeing some threads about it.

Basically, I don't think anyone is actually supposed to get the rinnegan. Lets follow the path of the sharingan first.
Before starting, lets assume Rikkudo Sennin knew the steps to get the Rinnegan, after all he created the basics of all ninjutsu.
1. Unlock your Sharingan through a near death experience; Wouldn't be too bad for SO6P, as everybody has those days.
2. Unlock your Mangekyou through losing someone dear to you; A little more extreme, but still, it happens.
3. Unlock your EMS through killing, or harvesting your dead or alive brothers eyeballs; SO6P should have realized the treachery of mankind by this point, as he became famous through ending a war and killing the 10-tails(assuming he knows these steps).
4. (Assumed) Implant your body with Senju DNA and wait for the rinnegan to come up; He should now assume that his two children will fight over their powers, eyes or dna, or they will begin to breed with each other, thus killing off their lineage quicker.
So in order for someone from the Uchiha clan to continue the SO6P's work, they would either have to kill their brother, or harvest his eyes, and breed or kill from their sister clain.
Someone from the Senju clan would have to Kill or Harvest an Uchiha's EMS in order to gain the rinnegan(assumed).
Another alternative would be for them to work together, which at this point is hardly likely, being 2 "living" Uchiha left, and a handful of Senju descendants left.
Now, Rikkudo likely knew the intentions of both sons. I say this because without him knowing them, he would not be able to make a valid reason as to why he made his younger son his successor. Thus, he would have likely passed it on to the eldest. Which we know, is not the case. After passing his teachings of peace onto the younger son, both sons instantly fought and now both Clans are at war. Surely Rikkudo should have foreseen this activity and should have made a more decisive decision on how someone would control the 10-tails, should it ever return.
Unless, Rikkudo never intended anyone ever to get the Rinnegan, and for one of his sons to establish peace in the world. So basically his plan failed miserably, besides a slither of hope in Naruto. Which I suppose is where our story line comes in. This also explains why when someone actually did get the Rinnegan, they went after peace, but in the wrong way(Nagato).
