thoughts on some power-scale indication in chapter 631

Minato was declared as the fastest among all Hokages, well no surprise he was known for his speed, but based on how the other 3 arrived at the same time, and the fact Tobirama was commenting on Minato's Shunshin, it shows that it's a footrace and does it mean Hashirama and Tobirama get a 6 on the databook? just like old Hiruzen?

Minato needed to go Kyuubi Mode to perform the barrier, does that mean in term of raw power, he isn't on par with the other 3 and needs a power up to enter their level, so he can perform the barrier as Gai stated "Only 4 Hokage level Shinobis can do"? which puts pre-Kyuubi Mode Minato the fastest, yet clearly the weakest in term of raw power among 4 Hokages?

These are all assumption that can easily be disregarded since they barely have meaning. Kishi simply did that so he wouldn't have to show 3 different panels of hokahes landing in different times to show who's the quickest.
Minato going in KCM doesn't mean he couldn't have done it without the KCM, but why shouldn't he use it when he can? Only because he uses something to ease things doesn't mean he can't do the job without it, just with more difficulty. Don't try to jump to blind assumptions.

actually Hashirama needed Sage Mode to perform the Senjutsu that locked the Juubi's 10 tails, not for the barrier

there's no such a thing as blind assumption, there's only blind conclusion, but when you make an assumption based on indication and without a conclusion, it's called looking at it from different perspectives. seems like the one who came up with blind conclusion that I try to argue Minato has to have KCM to perform the seal, is you.

he didn't, he went into Sage Mode to perform his Senjutsu, he even entered Sage Mode after they shouted out the name of the barrier.

You're right about Hashirama. Still, Minato going KCM just means him entering battle mode, it's just his personality to go all out on battle because he does not under estimate his enemies, he always go for a quick kill.
