Thoughts - Bingo Book and its true owner

As far as i know, there are different types of Bingo Book. One is for the purpose of recording all the missing nin in a hidden village while another is for the purpose of killing a shinobi for monetary reward.

My thoughts are:
Who are the publisher?
Who is offering the money?
Why are money even offered for shinobi like Asuma Sarutobi and among others?
Dead bodies and kept in a freezer... why not dispose of them instead?

Have this cross you guys mind before?

The Bingo Book is a book that contains any and all information on every missing-nin, which all jōnin and members of ANBU of the major shinobi villages are given by their respective Kage to hunt down and assassinate. The purpose of this is so that the village's secrets and/or kekkei genkai aren't stolen or examined by the enemy. Kirigakure has a special unit within their ANBU called hunter-nin, whose sole purpose is the complete eradication of these missing-nin.

There are many versions of the Bingo Book besides those distributed in the shinobi villages. Akatsuki used Bingo Books that instead of listing missing-nin, provided information on the hosts of tailed beasts (which must be captured alive) and those shinobi that are known as the most powerful assets to a certain village. Kakuzu made use of this addition to track down shinobi in the hopes of gaining their bounties, such as when he attempted to kill Asuma for his 35 million ryō bounty.

i read this before i posted my question. Do u think it answered my question totally? No i dont.

whoever has beef with the person...they put out a reward its put in the book when they get confirmation the money goes out

because they were great shinobi who defeated ppl who probably wanted them dead after

The authors are probably the Village Elders or perhaps even the Kage. The Kage is the one who distributes it to the ANBU and special jonin after all. The money is obviously offered by the rivaling village (or person) that wants that certain shinobi dead. It's also an "under the table" thing..because I highly doubt it is legal or respected. Money is offered for those shinobi who are considered powerful assets to a village. Asuma, believe it or not, was a member of the Sarutobi clan, a strong jonin and a member of the Twelve Guardian Ninja.

"Prior to returning to Konoha to resume active military duty, he [Asuma] accumulated a bounty of 35 million ryō on the black market, something he seemed to be particularly proud of." Naruto chapter 320, pages 3, 9

He is worth something.

no more dtails can really be given as it was never expanded on in the manga so all you can do is think what is logical
