Orochimaru was always the strongest, though Jiraiya would obviously be a tough match.
Tsunade stands no chance seeing how all her attacks lie in Taijutsu, which Orochimaru counters perfectly.
If I weren't on my phone I'd go into detail about the whole "Itachi was afraid of Jiraiya" business. But in short, Itachi lied to Kisame so they wouldn't kill Jiraiya, Konoha's then strongest defender. Itachi was always on Konoha's side.
He isn't tanking a punch from part2 Tsunade without using oral rebirth.

Orochimaru is stronger than both. Normally I'd say it's a deadlock, but Orochimaru just seems to put them both to shame. Not only did he fight both of them with no arms and in excruciating pain, he held his own. Despite the fact that they were handicapped it wasn't near the level they were. Then there's the fact that his intelligence is well beyond theirs and he has been amassing power while they were either lounging around(Tsunade), or traveling(Jiraiya.)
If you're basing Jiraiya being on the level of Itachi meaning that he is better than Orochimaru, the sad disappointing fact for you is that Itachi is leagues above Jiraiya and any sannin. In fact, he'd lose even worse than Orochimaru. Orochimaru had extensive knowledge on sharingan and more skill in genjutsu but got stomped by basic three tomoe genjutsu and had his strongest technique trolled.
