Madara is talking to Obito before, why he is not being revived by Rinne Tensei of Nagato

The question is, was Nagato really know about his role of reviving Madara using Rinne Tensei?

Was Madara's revival even planned by Kishi to begin with?
The closer it gets to Kaguya, the LESS sense it makes...
