Danzo's right eye was Shisui Uchiha's eye, which was still regenerating from the Kotoamatsumaki (correct me if the spelling is wrong) jutsu being used previously.

Its possible that he could turn it on or off but I highly doubt it. Kakashi couldn't turn his on or off I think he just needed to wait some time before he could use a jutsu related to that eye

Wow I never realized I missed that. Seeing as how there's a sound effect bubble directed at his eye, and his eye was black right before that, I think yes, he could deactivate his Sharingan. He probably kept those bandages there out of caution, so that everyone would think he just had a wounded eye, or none at all.

It may just be a drawing mishap on Kishimoto's part. He does it all the time. If Kakashi who had his sharingan for years still can't figure out how to deactivate it, than Danzo probably couldn't either. Otherwise there wouldn't be a need to wear that eyepatch of his, ang he wouldn't need to hide his sharingan, because he could deactivate it.

I never realized it.

So that means Hashirama's DNA allows non-Uchiha to deactivate the Sharingan maybe.

But he hid that eye with bandages.
