The one who is on top is the strongest, let me explain.

Ohnoki Is standing above the other 5 Kages because he is the strongest of them....
Mei is second because she has Water style, Lava and Acid, and look how big her Dragon Missile was.
Raikage is 3th, because he is fast and strong in Taijutsu...

Tsunade is 4th because of her healing and strong but slow Taijutsu...
And about Gaara he is 5th because he is strong with his sand and stuff and create whole sand Tsunami's in the desert but he is just shit and b*tch...

And about the other side, Madara is above everyone obviously
Obito is second obviously
And its a duel between Itachi and Kabuto

And Naruto is just the protagonist thats why he is in the middle, he is not the strongest of them

Same. Gaara is by the strongest of the other 4. Anyone can see this. The only one who would give him trouble is Ohnoki, but due to Olden Age, as well Jinton having a slow cast time Gaara would > Ohnoki 6/10.
