The villain, even if he is not as strong as Kaguya, has very good reason to smirk. All of his plans are actually in place.
Remember that Akatsuki (this is how I will refer to him until a name is revealed) wanted kidnap Sarada anyway, indicating that he always wanted a hostage situation. The reason for this is simple: Naruto and Sasuke, together, were able to defeat Kaguya (yes, Sakura, Kakashi, and Obito were important factors in this victory.) He needed a distraction to split their concentration on the hostage so that they cannot fight at their full capabilities for fear of harming the hostage. Akatsuki also has a junior league squad of mangekyou wielding, well trained ninja, and quite literally a head full of sharingan (maybe each has a different mangekyou ability, or each is just for izanagi.) I would feel a little confident, yes.

I'm pretty sure he's not the guy Sasuke is talking about for a number of reasons.

Firstly why would he care about Itachi considering the fact he wants Sasuke dead because he killed Itachi and secondly why would somebody stronger than Kaguya want to reform the Akatsuki. He can't be the guy Sasuke was talking about.

If anything he's probably a Pawn sort of like the whole Madara and Obito thing.

The guy smirked sure but both Naruto and Sasuke looked like they dont give a s**t for this dude they seem extremly confident that they can take out that guy, i seriously doubt that this Eye guy can even scratch them but there is a problem for both Naruto and Sasuke which was pointed out already at the battle scene there are 2 distractions Sarada and Cho Cho which can not defend them self against this power levels so both Naruto and Sasuke have to look out for them, protect them and if neccessary somehow get them out of the battle.

Kaguya start the chakra thing so that's why it's impossible. You need the Juubi and other things to get to Rikudo lvl. Maybe the villain has a hax ability and not be more powerful than Kaguya after all.
