I think it has to do with Sasuke's Rinnegan, I think. If they are resurrect Akatsuki, one would think that their motive is still the same, or above, the Original Akatsuki's, the Infinite Tsukuyomi or something worse, since Sasuke clearly stated that the White Zetsu army may have been created way before Kaguys's IT.
