I'm beginning to think this guy (for all intents and purposes, I'll call him "X") is just another Obito 2.0. Here's what I think happened.
-Even though we know little about him, going by Naruto's somewhat linear story, we can assume that even if he isn't Shisui, this guys comes from a reputable clan. He's using 10-20 Sharingan simultaneously 24/7 with what appears to be no drawback. I have trouble believing even Sasuke could do that.
-X was a project by Orochimaru, (assumed by the stitching on his eye-lids it was probably to keep them open when removing/inserting Sharingan). Orochimaru wanted to find out if he could have a Sharingan without the drawbacks (having to cover your eye/constant chakra drainage)
-X manages to escape and finds mini Juubi. The mini Juubi tells X how f-ed up the world is, reminds him that X was captured and used a test subject; ya know the drill. Juubi tells him the only way to bring order to the world is by taking away chakra and reviving the Juubi's full body.
-Juubi however explains that X cannot do it alone. Juubi shows X the secret room of Sharingan stored by Obito. It then explains to X that he can build an army and use these Sharingan. The Juubi also gives X a very special Sharingan, one that belonged to Obito.
-The Juubi finally shows X the Gedo Mazo as well as the bottom half of Madara's body cut of by Sasuke during the war. Using the Gedo and the remnants of tailed beasts chakra from Madara's legs, X builds a small army of Uchiha warriors.
-In order to fully revive Akatsuki, X will need to defeat Naruto and Sasuke with the help of his Uchiha army. X will use Sasuke's Rinnegan for the 7th path as well as Naruto's immense chakra to revive the Akatsuki.
-From there they will capture all the tailed beasts and revive the ten tails.
Note: I know there are inconsistancies, such as why he hates Sasuke for Itachi's death or why he was after Sarada; but this was all I could come up for now. I'm not expecting to get all or any of this right, just hoping maybe 1 or 2 things.

I hope he's somebody else or a failed Oro experiment whom was being disobedient.
