It made clear during the Kage Summit and the fight against Juubidara that Sakura did love Sasuke no matter what.

Sasuke rejected those feelings, but it was clear that at the end of Part 1 that Sasuke did have some feelings towards Sakura, but he chose to deny those feelings and sever his bonds between everyone throughout Part 2.
