He made it clear that he doesn't want to attack village anymore, so he doesn't need to fear Kages going against him for that reason.
If he wants to fight Naruto nobody would attack him for that for 2 reasons:
-Naruto would want to handle Sasuke himself
-I think that those would want to see who is stronger: Uzumaki or Uchiha.

The only reason why Kages would attack Sasuke is if he killed Naruto, which isn't very likely for many reasons...
