Currently,Naruto only have a very small trace of all the tail beasts chakra inside him .The original tail beasts took away the chakra during the tug or war moment against Obito.This mean Naruto have avery limited used of each of the tail beast powers .This mean Naruto rikudou sage mode will be limited until all chakra is finish.For example if Naruto continue to ask each tail beast to use their powers in battle then the tail beast chakra will be use up,I sure son goku can not spam his jutsu against Madara now.

Madara on the other hand have the fully form of each of the tail beast.This mean Naruto powers should not be effective against Madara (unless plot restrict Madara )


Sasuke on the other hand have kaguya's sharinnegan,which can be use to do infinite tsukyomi , rinnegan and sharingan
abilities.

Sasuke sage mode
In addition,Sasuke have hashirama dna and senju chakra.Sasuke got hashirama senjutsu chakra before he faught Madara.Please note that Hashirama said Madara took his chakra (this is why he gotten sage mode) and he desire to give Sasuke the reminder of senjutsu chakra

In the tug war, the chakra naruto used wasn't removed. Nothing hinted that. In fact, what he did was to use that chakra to pull the bijuu. Doesn't mean he lost that chakra. Nothing hinted that. He didn't lose kurama when he pulled the little part of kurama that was in obito.

As for sasuke's SM: Despite sasuke having a part of juugo's body and a little bit of hashi's cells, he isn't able to enter SM. Though his body can adapt to natural energy, as seen by this and by his use of cursed mark, that doesn't allow him to master and balance natural energy, which is needed to enter SM.
Unless he does it like madara and enters a "small" SM, in which the natural energy wasn't balanced with madara as whole, which is why he said "only this much power?" and the marks of SM didn't go to his face, as seen with the usual SM.
