This is what should happen

We know a few facts thus far. We know that:

1. Naruto and Sasuke are trying to seal Kaguya as Hagoromo and Hamura did.
2. Kaguya just turned into this bloated rabbit juubi thing.
3. Sasuke has been doing terribly against Kaguya and he needs improvement.
4. When Hagoromo and Hamura sealed Kaguya, they sealed her inside of Hagoromo. (The moon was on Hagoromo's deathbed).

Sasuke should find a way to become the jinchuuriki of the rabbit juubi when Naruto and Sasuke do the sealing (just as Hagoromo became the jin). This way, Sasuke will be more on par with Naruto and he can cast infinite tsukuyomi on Tsunade in order to forcibly make Tsunade name Sasuke as hokage, thus fulfilling Sasuke's plan. Naruto will undoubetly find out about this and this will trigger the final Naruto vs Sasuke fight in which the two combatants will be more on par than they are now.

I agree that should happen indeed. It'd keep the story going towards the much anticipated Naruto vs Sasuke finale.

You can't use IT to force someone to name you hokage, thats KA feat.

You can use other genjutsus besides KA to enslave people. Look at tsukuyomi for example.
