i think what we are seeing is what is happing to us right now in the world. the poor is getting poorer and the rich is getting richer. inequality thru monopoly. some day all the resources will be spent and humans will be thrown back to the stone age. everyone for the self.

You're applying real world logic to a manga first off. Secondly, we don't know what Kara wants to do. We know what Kawaki wants to do, which is to abolish the lingering shinobi system, not the development of the major villages. Which btw, Naruto had no hand in that. It started 1-2 years after the 4th war. Kakashi was responsible for most of the growth in the Leaf, while the other Kage like Mei and Gaara were responsible for the growth of their respective villages.. Naruto is just continuing it and expanding from there.

As far as we know, Kara is using this growth to their advantage, gathering the best tech out there. They are also either using Otsutsuki to gain power, or are working for one of the nobels in exchange for said power.
