"Perfect" Susanoo can't be thought of as a "new" techniqiue, only a perfection of the "original". You're not "revealing" anything. EMS most likely allows for the perfection of susanoo, some thing anyone who's read the manga would have deduced for themselves. That's awesome persuasion you're using there. However, the handseal he's using to stabilize results in a perfect susano'o. Let me make this more clear, what he's doing (stabilizing) is irrelevant because the jutsu (eye technique) is a bigger susano'o. New eye technique? Maybe. Completely new eye technique? It hardly classifies.
