So what he is saying is that the "stopping" jutsu is what those clans are best at, but the downside is that their chakra is too small compared to that of the Juubi's massive chakra. That is where the lightbulb flashes.

He asks Kakashi about the recent fights they had up to now to confirm if Kurama could actually give chakra out freely. The one with the most chakra and who can even give it out freely like a salesman, is Kurama. He also asked Kakashi this personally to confirm his skills and improvement in Kamui. If Kakashi can kamui a large-scale object like the Hachibi, then what if

Kakashi ,if combined with Kurama's chakra, can completely Kamui the head of the Juubi, thus stopping it for good since it cannot do anything without its head thus making Obito and Madara susceptible to attack because they would fall off.

. The Juubi's head now should be a lot bigger than the Hachibi, but that can be resolved due to Kurama's aid, while he's giving out chakra like an external power source to Kakashi allowing him to Kamui as big an object as he wants. This would be possible because with Kurama's chakra it would be possible to do anything since the only limitation Kakashi has is his chakra. Kurama is the key.

On topic: I think TS may well be right on this. The shinobi alliance no jutsu may still work. Naruto just have to create one thousand or more of himself and pass the kurama chakra to everyone.

I think Shikaku actually left his final instruction to his son, Shikamaru. This is a father and son thing that why i strongly believe Shikamaru will be the one to execute the instructions.

Off topic: Madara should use the same Juubi Bomb to kill all the Alliance Shinobi. The area of explosion will be too great to escape even for Madara. But he is Edo and Obito can de-materialised. Game over for all the troops.
