It's not Orochimaru, nor is there any confirmation that he's in anyway related to Oro. The most probable explanation is that he was supposed to be the 2nd Mizukage, but died or something. They show all the 2nd Kages in that middle-panel, except the guy who looks like Oro never became the Mizukage. So to me, it's safe to assume he was going to be, but didn't become one for some reason. Probably death.

Well that is the apprentice of the 1st Mizukage which we all know doesn't become the 2nd Mizukage. So he could very well be an ancestor to Orochimaru. We don't really see what clan he decends from and seemed like when he left the village he only left behind 1 real friend. So this very well could be the case.

I don't have timeline but i'll explain you something do you remember the chapter Danzo Shimura that chap explains everything. Sarutobi was incharge of orochimaru's team and they were young at that time ok. When Nidaime died sarutobi was crowned to be hokage and i believe that orochimaru didn't grown up at that time as we can see that in this page ^^ but this page shows that this guy is a grown up while Second is still there so i believe that it isn't orochimaru. Believe me
