I think he just doesn't have the chakra to use those techniques, he already used a lot of it on controlling the jinchuuriki and with one eye I doubt he could perform it as well. His S/T tech is different because once you have mastered a technique to that degree, your chakra consumption when using it will be minimal.

If tobi was even able to use the Rinnegan's power he would need both the eyes, not just one. The reason he has one of each is so he can control the Gedo Mazo and the Bijuu's with the Rinnegan. And the Sharingan is for his one of a kind Kamui.

Maybe tobi was never able to do what Nagato did with the Rinnegan, that would be why he used Nagato in the first place.

well then genius tell me why Tobi has neither and he still has the MS? ill tell you why, your databook fuked up! get over it. Amaterasu and Tsukuyomi arent the only two MS jutsus in the world and they are definitely not the prerequisite for Susanoo, imo every Uchiha family has their own two MS jutsus and Susanoo. Ama Tsku were just for Sasuke's family.
