Naruto cannot sense through dimensions, since he can't sense Sasuke at all outside kaguya's ice kingdom. So I think Limbo was just a projection of madara's high level skill of creation of all things, to make a copy of himself that exist on a different phase, but in the same dimension; more like a thin latent frequency which exist in a vacuum but can't be detected (cant really explain it), but that must be a projection of his eye power trying to create an invincible form of himself and truly that worked cause no one, at least not with the power of the six paths can touch him or inflict damage of any caliber.
Just to add, I'd say Madara became really powerful after he combined his power with ashura's predecessor, being hashirama.
But I have to say, Naruto sensing skills are way high, but not inter-dimensional, that would be just too much, like being able to sense every thing in the multiverse, that should be kaguya's power, if such should ever exist in the first place ...
