Their are plenty of other people in the manga I could think of that couldn't utilize this "burrowed" power as well as Sasuke, and Naruto. So it's not the "burrowed" power, it's the yielder of the power. You think if two fodder were given all the power Sasuke, and Naruto were given, they could utilize it as well? No they couldn't.
