No, it can't and won't happen.
Some of the major world leaders may not be the brightest sparks, but they're old enough and mature enough to understand a full-scale World War would result in at least near-total human annihilation.
I think a lot of people fail to understand how much weaponry has advanced since the first half of the 20th Century.
Oh yes, countries can declare war but it won't get far, because it won't be like WW1/2's bog standard bombs, it will be atomic bombs.
Think Hiroshima and Nagasaki but instead of just two cities in that state, the entire world and it's population ravaged in a similar, but more powerful manner. You have to remember that in WW2, only two atomic bombs were used in five years but it would be different in a WWIII scenario, as many major countries have at least a few hundred (I know for a fact that the UK has kept untold atomic bombs hidden in some air bases) and the destructive power of an atomic bomb is far more than that of a conventional bomb:

And even a 20 Kt nuclear bomb is small considering the US has tested up to 15,000 kt.
I've studied WW1/2 in depth and how large powers have progressed their warfare abilities. *Certain* countries have even come across worst-case scenario of wiping out the human race.
War can happen but a full-scale World War like the previous? No, the US/UK will have to either talk down the issues or aim for a quick defeat. But since the modern world is so global-everything, the former is the most likely.
Plus, there's UNEP to consider too.
