If the atomic dust tech is a chakra based one, Kisame might be able to eat it. I say it'd probably be a draw if Onoki can fly underwater, but kisame barely winning if he can't. But, on the other hand Kisame is dead, so Edo Kisame would win forever. Nothing like a Tailless-Beast that can devour huge amounts of chakra...
