No Sasuke beats the 3rd Raikage mid-high difficulty. At this point, this should be obvious but people still cling to weaker characters which they think can beat Sasuke when it is not true at all.
Firstly speaking, the 3rd Raikage can't go anything against Sasuke thanks to his susanoo which is covered in black flames. This means if he tries to attack Sasuke, he loses an arm. Secondly, the 3rd Raikage isn't as fast as his son and he doesn't have V2 lightning armour. This means Sasuke could easily keep up with his speed and it also means the 3rd Raikage isn't dodging amaterasu. Sure the 3rd Raikage's skin is very durable and with his lightning armour on, he could keep on going for a while but eventually he'll succumb to the eternal flames and die. Even before that, suffering from the tremendous pain from those burns will cause his fighting style to become rather rubbish, allowing Sasuke to pick him off further. At this point, Sasuke would just have to spam more and more enton against the 3rd Raikage until he burns completely.
Also if some of you think the 3rd Raikage can dodge amaterasu, than genjutsu will do the trick as it will paralyse him allowing Sasuke to hit him. Kirin could probably do severe damage against the 3rd Raikage as well. What if Sasuke decides to fly on his hawk? How does the raikage do anything then?

Sasuke. 3rd Raikage isn't faster than his son, since Naruto and Dodai where able to see him coming at full speed. Amaterasu would be on him quick, since Raikage he has no long range jutsu he won't escape Genjutsu which will put him down like his son Bee. Then Sasuke can watch him burn
