I think he should. He is incredibly strong. He is the only ninja to fight a Biju on equal grounds truly, without having to summon a monster of his own.

Yes.. He is.. SM naruto beats him because he knows only his move can hurt him. Naruto just lucky that he can talk to bee.

The Third Raikage is inferior to all these guys or can easily be taken down by them. So I don't see him above either of them. And getting taken out a shadow clone of Naruto no less hurt his rank a little

But I do give him a shot in rounding out the Top 15 squeezing in there
