Third Raikage, strongest Kage of all time?

This is true. But with these type of ninja some are more adept to others. By that, I mean the Third Raikage would be a more formidable rival for the 2nd Mizukage because he has the lightning release. It all depends on each others weaknesses and strengths. Any thoughts?

So you're saying that it depends on the characters and their abilities against other shinobi. Like, some say that Prime Hiruzen could beat Hashirama, but that doesnt neccessarily mean he could beat Madara, due to his abilities against Madara. Some jutsu's work on certain shinobi, while the same jutsu's may not work on others. If thats what you were saying, then yes, I can agree on you with that

Okay. Hiruzen couldn't even stop the Kyubi single-handedly while The Third Raikage stopped the Hachibi by himself, as Hashirama once did with the Kyubi. And yes, I know Hiruzen was said to be the strongest Hokage, but there's no proof just rumors.

Because Hiruzen has the reaper death god seal, which takes out their soul [ which is etheral, so no lightning shield will defend against it ] And Hashi, since he has a seal which can control chakra, and that is etheral too.

Idk because the dust release Actually will disintegrate the molecules of a person. Which is basically destroying matter and nobody can shield that. Also Muu has wind style which is incorporated in dust release

I know it's biased by assuming he was at his prime when he faced the Kyubi, cause he wasn't. But him being the strongest Hokage would be a little far-fetched. But I really wish Kishi would show Hiruzen at his prime.
