Yeah, I actually agree with you. It all depends on the match up and who they are facing, it just all depends. But even then, we still don't know the full extent of the Third Raikage, and for that matter, we still don't know Mu's either.

I based my evaluation from what we have seen so far from him, other kage's and mu, from the likes of it 3rd Raikage look's more like all muscles less brain kind of guy, and mu on the other hand is smarter then him, and combined with his sensing abilities (he can sense him coming miles away),invisibility and fire power, this man is a perfect model of what you would call an Assassin, if he plan's an ambush and get's a drop on his opponent he can take out pretty much every ninja who can not see\sense him, in a single hit.

I left 2nd, 3rd, and 4th Hokage, because of what we have seen so far they can not take 3rd out without loosing there life.

Hes probably the strongest in raw power but doesn't have the best battle tactics. Hashi and Hiruzen can beat him and Mu, the clam guy,Oonki, and Minato may stand a chance.

I am not disregarding his power lvl in any way, he is strong, but it is all about a bad match up, like if you put Garaa against Kisame, then there is not much he can do about it, because he uses sand for attack and defense and Kisame is a high lvl Suiton user who can create an entire lake in an instant

Also anyone with genjutsu, or non physical attacks such as seals and yin or yang release attacks can best him.

with his speed good luck even restraining him long enough for seals or genjutsu

It's been stated already that Hiruzen was the strongest Hokage of all time and the strongest of the other kages at the time of his death

how do we know that rumour that was told to kabuto was factual? what made that random fodder such a bastion of knowledge on kages? who tells the characters these things? its always been "some say" or "its said". never an "oh hiruzen is unquestionably strongest" like the sand elder said about third kazekage. theres always some rumour about it. kishis main point is other people consider him super strong while others think hashi is super strong. hes never unquestionably shown who the strongest is

I guess beating Hashirama, Tobirama, and Orochimaru all at the same time, while being atleast 65+ years old isn't tough at all.

All though the second raikage is extremely powerful, he is not unbeatable as Naruto proved when he used sage mode and Rasengan to beat him. Its hard to say what kage is the strongest because they all have abilities that are just insane compared to most shinobi's
