He wouldn't be put there if he was only there for the sake of a flashback of a brief mention.

How? Well, for starters you're wrong. A filler arc is a filler arc, Kishimoto consultation or not. Road to Ninja had the same "Kishimoto consultation", and you're gonna have a hard time arguing that as canon. And to prove that we have, for reference, the Dragon Ball Super manga and anime. Both receive notes from Toriyama, yet you can see how much they differ in execution despite similar story beats. Simple "consultation" does not make the eventual execution canon, and thank god, because that arc is god awful.

Nor does a brief mention. I agree that the anime is canon, but I'll play the devil's advocate for a second, because whether I like it or not, a mention in the manga is not the absolute end-it-all factor you think it is. Take for reference the brief mention of Kakashi having cut a lightning bolt with his Rakiri.

Now, you see, that's contradictory. Its not an "important arc in the anime", because there is no such thing. It was patting. A way to fill up time. If it WAS an important arc, Kishimoto would have written it into the manga...but no, that didn't happen. And instead we got a filler arc that dedicates an entire episode to Asura digging up a well.
