Wow, this generation was scary!
The Hokage should win by techniques and style, since none here have a strong counter to Mind Capture. The Kazekage should win by pure scaling and destructive force. The Tsuchikage is only strong in frontal duels while the Raikage is only impressive to normal shinobi. The Mizukage is most likely to have been the equivalent of Kakashi - a token appointment - considering they both came after legends (Gengetsu and Tsunade) and before child-ish beast hosts. Until we hear more about him, that parallel seems too strong to dismiss, to me.
