Third Hokage (in his prime)vs Orochimaru vs Kakashi boasting who has the most jutsu

It's said that Kakashi already copied over 1000 Ninjutsu.. but since he didn't even use 100 yet, I'd put that under 'nothing but a legend'. Sarutobi is said to know every technique from Konoha, but since he can impossibly use all five elements that seems to be 'nothing but a legend', too. Ororchimaru wanted to learn every ninjutsu there is, he did all sorts of horrible experiments & uses a huge amount of Kinjutsu. So it's Orochimaru, in my oppinion.

its not impossible to us an element that isnt your affinity its just harder to learn them and there weaker kakashi has used just about every element

but anyway i think sarutobi would win if he didnt also have to fight the first and second hokages
