Onoki isn't even close to Hashirama's level. The First Four Hokage were all stronger then every other Kage.
Hashirama, Tobirama, Hiruzen, and Minato all take a dump on the other Kage's.
Also, during the Fourth Ninja War, many people in the Manga questioned Hiruzen's supposed superiority over the first two Hokage's.
(It has also been implied during Part 2 that Hashirama is stronger then Hiruzen.)
And Naruto quite literally God steps with a capital G on every Kage.

Do you see the pattern? The Thirds were all called the strongest ever of their Kages. Whats funny is that all of these men were really old and none of them are in their primes!!???? This generation of Kage were easily the strongest, even in old age. In their primes I'm fairly certain they would give Kaguya a run for her money as well! Shit on every other generation neg difficulty smh no discussion!

All the kages from history were summoned back by Hagoromo from the pure world.
Every single one. So also the third Mizukage. So that doesnt say much about the third Mizukage being the strongest of the Mizukages.

Onoki of both scales or the fence sitter (in viz) does not say much about his power.
It says he is indecisive in a controversial matter.
Onoki doesnt seem stronger than Muu.
He was losing to Edo Muu, who wasnt at full power due to being an edo.
Edo deidara considered Onoki to be even faster now at old age than in his prime, so Onoki might have actually reached a new prime at his old age.

I would say Hiruzen and the third raikage, are among the strongest as third kage, back when Konoha had produced 4 kage and Kumo as well. I would say Naruto surpasses Hiruzen, so Hiruzen isnt the strongest out of the hokage.
I dont know how strong Darui has become. He inherited the third raikage his blacklightning. Either way, the strongest Raikage is either the third raikage or Darui.

Third Mizukage is a questionmark. We know nothing about him.

Third Kazekage was the strongest at the time out of the current kages (including Gaara), but we dont know
how much Gaara has improved since than. He might have surpassed him by now.

In every generation there were weaker and stronger kages, so it is nearly impossible to tell which generation of Kages was the strongest. Here is a small tier list of how I see their overall power. ( no unknown kages )

1/ Hashirama
2/ Minato, 3rd Raikage
3/ Tobirama, Muu, Nidaime Mizukage
4/ Onoki, Ay, Tsunade, Gaara, Mei
5/ Hiruzen, Yagura, 4th Kazekage, 3rd Kazekage
