You can only use shinjutsu with sage mode that's why Madara stole hashis sage powers and that's what helped Spiral Zetsu summon it. It was the full sized statue. If it was a mini size statue don't you think all those shinobi could have taken it down? Hell they all thought they where goners until Hiruzen neged it's attack.
