Well, when you have over thirty 'main supporting characters', I'd argue that it's hard to properly develop them all while still advancing the main story. Perhaps that's what we should be saying Kishi was bad at, he never really stopped introducing new characters that seem engaging at first sight, and fans want to see more of them.
