I actually suspect Tobi/Madara to have implanted the rinnegan in Sasuke. And by the end Naruto will probably get it from Sasuke before he dies after their fight, thus making Naruto the defenitive new SOT6P. If he really intents to change the whole Ninja world (for everyone to understand one another) he will need this kind of power.
