RDS can be resisted if you are stronger than the user.

Orochimaru almost freed himself from Hiruzen's because was stronger at that point, so if it was a fodder against a Kage level shinobi the Kage level shinobi whould just overwhelm them with their chakra and strength, and free themselves.
