Probably. Kurama mentioned that Naruto shouldn't be able to sense Juubi's power as it can't be measured and she has more chakra than that. So, pretty obvious that she can't be gauged. If she can't be gauged then she can't be sensed.

But current naruto can gauge the Juubi's chakra, thats why he said "This is bad sasuke, it's even more chakra than Juubi" when kaguya was getting revived. He might be able to sense kaguya probably depending upon the circumstance.

Even Sasuke saw as much. But their inability to actually pin-point her means that she has to be in plain sight to be even gauged to some extent. They obviously cannot sense her properly like they can for other shinobis. That much is certain.
