your half right a treaty made during the war part. but a great leader trying to stop a war from happening before it does. now that naruto has lived thru one war I think he will be able to talk to the leaders. to stop a war from ever happening. you don't just go to war with out trying to talk it out before. look at history every single war has had talks before thy have happened.

I was just saying that this is what makes naruto the best choice for hokage or greater then the others. he choices the best/hardest choice so that people will see that hater/emo feelings won't change the world they live in.

P.S I don't see madara doing anything to be able to stop naruto now. this conflict is about to end. I wouldn't even call this a war lol

Take in mind this is a shounen manga. You can't expect too much sacrifices, that would be against the genre.
