Now, in every series, especially manga series, there are many different type of characters. They can all be summed up in three broad categories, however, and that is: Main characters, Villians, and Supporting or side characters.
However, I've noticed a lot of people seem to be unable to accept some basic inevitable truths about each category, and that's quite sad because then you bash Kishi for it, when in reality, you allowed yourself to expect something that just isn't so.
With main characters, you have to accept that they will most likely win in the end. Even if you have the baddest villain, something will happen to them that will allow the main characters to win. That's just how the story goes. They will receive the most attention, and get development that outshines the likes of supporting characters. I'll touch on this in a second too. You have to accept that the main characters will sometimes have plot shields, or receive power-ups that give an immediate boost of power with no training.
With villains, you have the accept the villain loses. If a villain loses, you can't go "Oh that's BS!" Yes, the WAY they lose may be BS, and you can touch on that, but losing comes with being a villain. NB doesn't have this problem as much.
Then there's supporting characters. THIS is NB's problem. Like I said before, main characters get the most attention. If you allow yourself to become a fan of a supporting or side character, like Shikamaru, or TenTen, or Neji, or Lee, then you have to accept that these characters will not have the spotlight like Team 7 or the main villains will, they will need receive the same amount of development. That's just the way it is, and it's why they are side characters. Remember, this isn't some reality show called "The Life and Times of Every Freaking Ninja", it's a story, and stories have focal points. If a character is outside the focal point, they won't be touched on. In Part 1, it allowed them to have spotlight because they had a part in the focal point. Shippuden shifted that focal point to include other characters, and less characters. With the introduction of Akatsuki, and Kumo and Iwa nin, it's pretty much inevitable for characters like K11 to lose spotlight. Getting upset when a supporting character isn't developed like a main character is like buying a turtle and getting upset that you can't ride it school.
