why did kabuto not summon jman he is mad powerful and his dna is allllllllllllllllllllllllll over the rain village where tobi went and without kohnan there is nuthing stoping him from going to get it

Actually, his DNA isn't all over the rain village.If I am not mistaken, Pain(Nagato) didn't draw blood from Jiraiya until he cut his arm off, which was at a specific part of the village that I doubt an outsider could easily find.I also doubt the rain shinobis would just let Jiraiya's blood just staind the ground without cleaning it up.Furthermore, the Rain Village is known for it's tight security so getting into the village wouldn't be easy and Konan was still alive when Kabuto decided to join tobi.There is just too much of a risk and too little of a chance of recoverying jiraiyas dna for kabuto.

Good points Godaime. Plus it's perpetually raining in the rain village. Maybe it washed it all away? Plus yeah Kabuto would have to infiltrate the Rain village and know J was there.
