The puppets at the crash site may have been the cause of the crash. If that is the case then someone else has inside information about Kara and is seeking to steal the vessel from them. They were also found around Kawaki which means that they were trying to intercept him. None of the agents of Kara mentioned these puppets so ill assume they dont know about them. So who was behind this attack? The answer may also lead to more information about Koji because I think he's a double agent like Itachi was.
