Depends how you look at overpowered, people can be overpowerd for a particular universe say madara or minato etc... showed up IRL theirs not a thing on the planet that could destroy them they could evade any attack nuclear or otherwise. they would over power us easily. but in there own "universe" theres always stronger people or ways to get stronger so in that case OPness dosent really occur except on a temporary basis

madara is strong in the physical sense, much like hashirmaa. they arent broken, they have just trained their abilities to the highest level.

overpowered in the conventional sense refers to beings like rikudo sennin and one above all. they arent broken, because they are the ones who created what made that character broken. they arent broken because they are necessary for the verse to exist as their creator god.
