There is no such thing as an S-jounin

First off, jounin are B and A ranked ninjas with B and A ranked techniques. If a jounin attains S ranked techniques, they will often get nicknames and unreal ranks like "sannin", or become kage.

Most S ranked criminals (akatsuki) are all strong enough to take on multiple normal jounin.

Finally, Any jounin who happened to acquire S ranked techniques and stay jounin would probably be stronger than other jounin, not weaker.

So what is the S-Jounin rank, because I don't think it actually exists. And why does it come before normal jounin?

Tokubetsu Jōnin (特別上忍, Tokubetsu Jōnin; English TV "Special Jōnin"; Literally meaning "Special High Ninja"; sometimes known as Tokujō for short) are ninja who, rather than all-around jōnin training, have jōnin-level ability in a specific area or skill, much like warrant officers in real-world militaries. They are elite specialists in their areas and are often assigned as subordinates to regular jōnin when their services are needed. One example of a Tokubetsu Jōnin is Ibiki Morino, whose unique ability to completely understand the workings of the human mind makes him a jōnin-level interrogation expert

Jonin with a specific skill set basically. Don't nessasarly have to be jonin level

A special Jonin is a Jonin who excels in an area outside of combat. For example Ibiki is a special Jonin who specializes in interrogation, Ebisu specializes in teaching, Kiba's mom specializes in tracking.

Special Jounin haven't reached Jounin level yet, but they're better than Chunin.
Iruka is a special Jounin, I think every teacher is one.
